Come up with mega projects, pre purchase the land under proxy owner, whack as much possible and set it on gradual auto distruct mode. When problem arise, contract out mega repair jobs.
Till today management of municipal waste is a joke. The only thing i have been hearing is going on tour to foreign countries to learn their method and buying equipments at prices considered rubbish. This cycle continues but the actual problem will remain.
